Ulugbekhon Maksumov runs one of the most largest factory in Dubai, specially designed to armored vehicles and cars. The Inkas Vehicles company is an armored vehicle manufacturing company licensed to operate in Dubai, United Arab Emirates. And he is ready to share his secrets of success.

What did you start with? Was it easy to convince people to join your project?

Born and raised in Uzbekistan, I worked as a Sales Manager in the automotive manufacturing sector where I gained experience and learnt the fundamental of sales, production process, management, procurement and logistics. I moved to Dubai in 2006 and established my first company Gulf Auto Trading, a one-stop-shop for all vehicles need, trading worldwide from the MENA region since 2008. Following the success of my first project and the potential I had foreseen in the armored vehicles manufacturing industry, I then opened the doors of my next projects: Inkas Group in 2008 and Inkas Vehicles in 2012 – set as the largest armored vehicles manufacturing factory in Dubai to date.

I actually was approached to open businesses in the MENA region due to my professional reputation. I believe in the old fashion way: our customers are our friends, we build long term relationships – therefore I have always experienced a freedom that not many can afford.

Could you, please, speak a bit more about the new vehicles developed by your company?

During the first quarter of 2017, we have been focusing on the production of our APCs and luxurious commercial vehicles as we have successfully been awarded our 20th contract this year, including a large quantity in excess of 50 vehicles to be delivered to government in Africa.

Suited for SWAT, Border Patrol, law enforcement agencies and military operations and designed for Military operations in challenging combat zones, the Inkas Titan-D APC is the latest variant of the Inkas Titan range of military vehicles which includes the Inkas Titan APC, the Inkas Titan-V APC both built on the Ford F550 OEM chassis and the Titan-S APC which is a smaller version built on the Toyota Land Cruiser 70 series OEM chassis.

We have developed two new Cash-in-Transit Vehicles with the latest Armored GMC Savana CIT vehicle being in high demand. In addition, luxurious commercial vehicles such as Mercedes, Maybach or BMW transporting the delegates and VIP guests have been produced in high quantity in 2016-2017 using the latest model of chassis.

We are now in stage II – design and manufacturing of a new APC, based on a shorter OEM Dodge chassis, more compacted and allowing up to 8 personal, available for pre-order.

What is your view of the changes in recent years with regard to armored vehicles market?

The market is in constant evolution: more threats, more organized combined with either new technologies or a back-to-basic approach witnessed in the past years in Europe. The attacks appear to be close to unpredictable in the way they are being carried away.

We saw new development of technologies in regards to certain protection levels, materials as well as the development of upgradable components in regards to the performance, stability and maneuverability.

Security systems such as vehicles surveillance, tracking and signal protection as well as ambushed detection systems are on the rise.

During the course of the past 12 months, the market has been seen the demand moving over the APC “Armored Personal Carrier” vehicles which are military vehicles in our focused regions comparing to commercial vehicles. We also noticed an increased requirements for CIT vehicles which is the reason we developed 2 new Cash-in-Transit armored vehicles in a matter of 6 months due to client requests.

We believe and have seen that being a one-stop-shop where we are able to source all requirements makes us more trustable within the market. This is a global trend we’ve seen and experienced with our clientele which is looking to deal with one company doing it all.

Do you plan to export new vehicles to Asia and Europe and did some countries show an interest in buying?

Our clientele is mostly based in the MENA region and Asia. We are expanding our target market with recent new projects based in Europe. West Africa is a market that has increased considerably within the past 12 months which has shown interest in our armored vehicles. We have the capacity to ship worldwide.

What kind of future do you foresee for INKAS Vehicles in general?

What could you advise your colleagues and partners, including us, in order to get better in our work?

There are many paths that can lead you to success. However I believe into the achievements: success can come and go – whether achievements are what will set you apart as it will remain forever.
I would recommend few key points to reach out to opportunities and turn them into a successful route.

Be grateful of your journey 2. Be determined 3. Have faith: go after what you want and believe in what you can achieve 4. Making a major decision? Think twice, don’t rush 5. Success is a roller coaster: be ready to accept the challenge of ups and downs that goes along the way 6. Your team and entourage is a must: you need to surround yourself with people you trust.

As I always say, if you want to go fast – go alone, if you want to go FAR – go together.

Chaos erupting in the streets, buildings going up in flames, cars burning black smoke filling the lungs of frightened people running in all directions some of which are fighting each other all from a bomb exploding in front of a grocery store, another bomb explodes 2 blocks away in a trash receptacle on a busy sidewalk, few blocks to the east another explosion from a baby stroller in front of a busy restaurant, gun fire erupts as people fall breathless and bloody death has taken hold the innocent have become the very destruction of their own city.

This is the scenario of today’s war zone the complete collapse of what was once a thriving prosperous stable city falling one by one until the entire country is in complete chaos insurgency has now taken control setting the country back 50 years a desolate mass of land with hopeless people that have given up on hope.

This occurs every year never publicized in the media never put into the spotlight all because the government spent its defense funds on tough looking military vehicles MRAP’s, Tanks, fighter jets, Heavy armored personnel carriers all purchased to replace the same equipment that is only a few years old and that has sat in a large motor pool only used to carry out exercises, but now sitting in a grave yard of rusting equipment that would have been better used and under a budget-conscious maintenance program.

Relevant equipment to keep a neighboring country from invading relevant equipment to assist an ally but it does not assist the local police departments, swat teams, security details, border patrol and national defense in doing their jobs of maintaining peace or confronting and stopping a potential insurgent from striking fear into the people all because the equipment they use is falling apart, cannot blend into the traffic to allow highly trained personnel to slip into the urban environment to stop the insurgent,  equipment that barley runs because replacement parts are unavailable. 

As the dynamics of war changed the powers-that-be, allowed the most important entities that are tasked with maintaining stability slip into inoperable conditions but this is not a permanent situation it can easily and cost effectively be turned around.

Let’s break it down.

Police Departments:

Patrol vehicles typically sedans used on city streets must be fast and maneuverable and well lit up to warn traffic light armored glass to protect against hand guns, Kevlar lined doors to protect the policeman in case of gun fire confrontation.

Emergency task force typically SUV’s deal with high risk situations like hostage taking, emotionally disturbed persons, high risk arrests, warrant service and protection details. These vehicles should be light armored or at a minimum have ballistic glass to protect from high caliber ammunitions.

Riot control vehicles used by policemilitary, or other security forces to control, disperse, and arrest people who are involved in a riotdemonstration, or protest typically this vehicle is based on large truck chassis such as F550 these vehicles should be armored to protect against large caliber ammunitions.

Swat team (Special Weapons and Tactics) is a term for law enforcement units which use specialized or military equipment and tactics typically this vehicle is based on large truck chassis such as F550 these vehicles should be armored to protect against large caliber ammunitions.

Security Details:

Security company’s vehicles need to provide security and protection to Celebrities, government and political officials, the secret service and the military use armored vehicles to ensure their own safety these vehicles need to be heavily armored. Sedans, SUV’s and APC’s are used in this category.

Banks:

Cash-in-Transit vehicles to transfer banknotescoinscredit cards and items of value from one location to another. The locations include cash centers and bank branches, ATM points, large retailers and other premises holding large amounts of cash such as ticket vending machines and parking meters the vehicles are typically armored Vans and armored APC type vehicles built on large truck chassis such as the F550 and need to be protected against Military type ammunitions and Blasts.

Military:

Military armored vehicles range from CAV (Civilian armored vehicles), MRAP (Mine resistant armored personnel carriers), Logistical trucks armored, Tanks to amphibious vehicles all designed to take on major confrontation.

Armored vehicles are used in many situations and designed to protect the occupants inside them but all too often it’s only the armor and ballistic glass that is paid attention to and this is where the mistake happens.

When you take any vehicle and modify it with ballistic steel and ballistic glass you have added 2000 / 3000 pounds directly onto the chassis of this vehicle now the chassis, drive train and engine can handle this weight very nicely but what about the tires, rims, brakes and anti-sway bars?

Adding protective steel, protective glass, upgraded suspension and run flat inserts is not in any manner a vehicle that will perform, stop properly, turn correctly and will not last very long. Yes it might just stop the incoming attack but what good is that if you are sitting on the side of the road because of flat tires or unable to do evasive maneuvers and how many innocent people will you kill because you could not stop properly? Has any of these scenarios crossed your mind?

What makes a proper armored vehicle be it CAV (civilian armored vehicle) or APC (armored personnel carrier) below is what every end user should be requiring in their protective vehicles and yes they all have a cost but let’s think for  moment you are willing to pay anywhere from $85,000 to $300,000 for a vehicle that is meant to save your life or others’ lives but will scream through the roof if you have to pay for the very items that make your protective vehicle perform as it should in any given situation? I just cannot understand that mind set.

  1. Certified ballistic steel that meets the requirement of the threat you may face.
  2. Ballistic glass (transparent armor) that meets the requirement of the threat you may face.
  3. Suspension that supports the weight of the armor.
  4. Progressive Bump stops this product is essential to assisting the suspension to slow the transfer of weight from side to side this weight transfer is what causes over 20% of CAV to roll over.
  5. Run flat inserts from a reputable company this product gives you the ability to drive away from an attack with flat tires to get to a safer location.
  6. Brake system upgrade this is not just changing rotors to grooved rotors and adding aftermarket brake pads that is not an upgrade and will not make this heavy vehicle stop quickly. An upgrade is utilizing a system such as ALCON phase 2 or Stop tech brake systems they include 4 specialized rotors designed to stop heavy weight, 4 over sized rotors designed to give 95% more surface for brake pads to grip, 8 heavy duty brake pads, and 4 steel braided lines all of which equal stopping power for an armored vehicle.
  7. Anti-roll bars this item is nearly always over looked and its function is crucial to the suspension most non-armored vehicles have a beefy front sway bar but a smaller rear sway bar and it is the rear sway bar that needs to be changed this will prevent the suspension from taking all the weight transfer by themselves thus extending the life of your suspension.
  8. Tires the most over looked aspect of every CAV the tires of non-armored vehicles are designed for the non-armored vehicle not an extra 2000 / 3000 pounds thus flat tires and uncontrollability occur when used on CAV’s basically you put your own life at risk because you wanted to save a couple thousand dollars. Depending on the level of armoring E-Rated tires must be used either a 10-ply tire or a 12-ply tire.
  9. Rims another major mistake made by armor vehicle manufactures and end user’s the rims on the non-armored vehicles is designed for 800 kg per rim and when placed under extreme weight of armor it is only a matter of time before the split and leave to stranded with the target squarely on you. Rims should be replaced with a heavy-duty rim certified to 1600kg per rim.

You can take this advice and extend the life of your armored vehicle and give yourself a better chance of surviving an attack after all isn’t that why you use an armored vehicle? Or, ignore this advice and save yourself a couple thousand dollars and take your chances.

RUSSIAN EMIRATES INTERVIEW

Please tell us about latest INKAS achievements and milestones at the factory.

Inkas Vehicles, UAE-based armored manufacturer set as the largest factory in Dubai recently participated in its 3rd IDEX, the largest security and defense exhibition in the MENA region with four new Armored Personal Carriers designed and manufactured in its Dubai facility. With 230 square meters of dedicated space and two vehicles taking part of the daily live show in front of thousands of people, the beginning of 2017 is off to a flying start.

The year 2017 saw the development of the armored commercial fleet with the production of 8 new models including the latest Armored Mercedes Maybach S600, Hiace and Lexus LX 570 to name a few. The design and production team worked around the clock to develop four military vehicles from the Inkas Titan APC range which received ovation from industry professionals and successful orders to African countries or more recently for the UN organization in Egypt for one of its peace mission.

 

What new regions did you expand into? What is your strategy? New contracts? Clients?

Did you implement any new technologies?

Our current military and armored commercial vehicles are designed with the latest technologies in terms of material and equipment. Our industry is competitive and therefore we have to set the trend in terms of design and production including having a forward thinking every step of the way.

Threats all over the word have become more thought throughout which also impact how we develop defense vehicles for our customers with one focus in mind: Protection and Safety.

The INKAS Titan-S APC can be fitted with a single-man open top turret mounted at the front of the roof with armour plates and bulletproof windows on 360°. The Titan-S can be also fitted with a remote-controlled weapon station armed with 7.62 or 12.7mm machine gun.
The Titan Inkas APC can accommodate 10 people including driver and commander.
Design and protection
 
The design of the Inkas Titan-S 4×4 APC is similar to the all family of Titan armoured vehicle with the engine at the front, crew in the middle and troops compartment at the rear. The vehicle can carry a total of 8 people including driver and commander, there is four seats at the front and four at the rear. There is two single doors on each side of the hull. There are 8 firing ports altogether, one in each of the side doors, two at the rear and a further two ports in the hull side. To increase the visibility of the troops, two bulletproof windows protected by metal mesh guards are available on each side of the hull. The Titan-S armour provides ballistic protection up to CEN Level B7, against firing of small arms using armor piercing 7.62x51mm ammunition. All the windows of the vehicle provide the same level of protection. The Titan-S has a gross weight of 4,820 kg and a length of 5.28 m, width of 2.18 m and a height of 2.85 m.
The Titan-S can carry a total of 8 people with four seats at the front and four at the rear.
Mobility
The Inkas Titan APC is motorized with a 4.2L V8 diesel engine developing 128 hp. at 3,800 rpm coupled to a 5 speed manual transmission. The Titan APC can run at a maximum road speed of 110 km/h and 60 km/h in off-road conditions with a maximum cruising range of 750 km.

Armament
As all the modern armoured vehicle personnel, the Inkas Titan-V can be fitted with single-man open top turret which can be armed with 7.62mm or 12.7mm machine gun. To increase the protection of the gunner, the turret is fitted with armour plates on 360° offering the same level of protection as the hull of the vehicle. The armour plates of the turret can be fitted with small bulletproof windows to improve 360° view under protection. A remotely operated weapon station can be easily integrated according customer requirements offering to the gunner to operate armament from inside of the vehicle.

Design and protection
 
The Inkas Titan-V can carry a total of 10 personnel with the driver and commander at the front and 8 people at the rear on individual seats. Driver and commander have a side door that opens to the front, with a bulletproof window in its upper part. The troop compartment is provided with 4 bulletproof windows and firing ports in the sides and two at the rear. There is also two large doors in the rear of the hull. One escape hatch is available at the rear of the roof of the vehicle. The engine is located at the front of the vehicle. All the windows of the vehicle are built to withstand the firing of small arms 7.62mm machine gun and hand grenades fragments, they are also protected by metal mesh guards. The hull of the Titan-V provides protection CEN Level B6 against firing of small arms 7.62x51mm caliber. The Titan-V is designed on a V-hull to increase vehicle and crew survivability by deflecting an upward directed blast from a landmine ort IEDs (Improvised Explosive Device) away from the vehicle. The Titan-V has a gross weight of 8,600 kg and a length of 5.95 m, width of 2.33 m and a height of 2.94 m.

 

The Titan-S can carry a total of 8 people with four seats at the front and four at the rear.
Mobility

The Inkas Titan-V is based on a FORD F5500 Super Duty OEM 4×4 light truck chassis The power pack consists of a 6.7 Liter Power Stroke V8 Turbo Diesel engine developing 330 hp. at 2,600 rpm coupled to an 6-speed automatic transmission with Select-Shift. It can run at a maximum road speed of 100 km/h and 60 km/h in off-road conditions with a maximum cruising range of 1,000 km.

At IDEX 2017, the Inkas Titan-V was equipped with one recovery winch mounted at the front of the vehicle, LED lights on the roof, and lighting system inside of the troops compartment. According customer requirements, the Titan-D can, be easily customized with a wide range of equipment including external video cameras, GPS antenna, run-flat system, day/night long distance observation camera, Fire extinguisher , Battle Management System and more.
